h/p wont connect to wirelesswith good signal

i recently had my h/p laptop wiped clean, when tryin to connect wireless,i see a good signal but it wont connect,....after tryin several times, rebootin, playin with wireless switch, it willl finally connect,(45 minutes later or so. any thoughts?
