Laptop restarting every 10 seconds
I have a new Toshiba satelite A130 laptop with windows vista home premium as the OS. Everytime I turned on the unit and after windows finish loading, I get the message that IE has stop working and window is starting it up and then restarts windows. Now this happens everytime windows starts and when it restarts again it last only 10 seconds, not enough time for me to try a scan disk, or for me to get into system tools I have to work real fast before it restarts windows. I have tried the last known good configuration method but the problem still persists. What I am trying to say is that the laptop is always restarting and that it does not given enough time to perform any kind of trouble shooting or repair. I could use the recovery disk but I have very important files that I do not want to lose.
I do need serious help please
