Is there anyway I'd be able to get TV channels on my laptop?

Yes. USB has a bandwidth that is 10 MB/s faster than PCMCIA, so I would go with USB over PCMCIA if possible. It isn't a huge difference, but it will affect performance some.

With tuners like that, your best bet is to read the reviews. The external ones generally are bad quality if you don't spend the right money.
