Evil problem with my sound

I have this problem with my sound. I can't seem to figure it out and I've taken it to a computer place and they found nothing wrong with the hardware but the problem is still happening.

The sound will randomly skip. I could be doing nothing, or playing something as little as solitaire at the same time as my music and it will skip. Usually when it skips I can hear this whirling noise. Of course, the problem is worse with several programs running. I've never had this problem before up until a month or so ago and the computer is only a year old.

The problem gets increasingly worse as time passes. Eventually it will get so bad that it skips constantly and it slows everything up on my computer. The only way I have found to solve this problem is to completely restore my computer and lose everything. I can't keep restoring it. Does anyone have any idea what the problem could be or anything I could try to fix it?

Is the system slower than before?
