My System

Oh ive tried everything that i can do from device manager. and intstalling all the driver updates.
The USB device performs fine on other computers with hi speed USB ports.

That definitely points to the problem being something with the chipset software and not the USB port itself. Mort-1, which version (or filename) did you install?

If you check on the Dell support website (http://support.dell.com) you can pull up the latest drivers for your system. When looking at an individual driver there is a link for "Other Versions" right below the "Download Now" link. From that you can pick from the list of previous versions that the website had available (they only rarely get removed completely, as even ones that add problems don't add them for everyone, and they are usually not critical).

And yes, I am part of a relatively new team here at Dell that checks the internet for people having problems with Dell computers.
