Toshiba Laptop not booting up....

I have a Toshiba Tecra 9100 that when I press the power button it only lites up the power&cd/dvd drive light. It doesnt actually power on, no fans, nothing on the screen. One time it actually powered on and stated "Warning- Resume Failure-Press any key to continue" I pressed any key and nothing happened. I tried powering it on without the cd/dvd drive and still the same result. Do you guys have any ideas?

Try reseating the RAM. Pull the sticks out an put them back in. Also try putting one stick in at a time.

Try unplugging the laptop and pulling the battery for at least 30 mins. Then try and boot.

Heres what I have tried so far while powering on.....
Removed battery and plugged ac adapter in....nothing
Removed battery for 30 minutes....
Removed both memory sticks and then one at a time...
Removed all peripherals including hard drive, cdrom drive and battery then plugged in....
Disassembled whole unit then reseated all cables then reassembled unit....nothing has worked
This unit still accepts a charge and when I try to power it on the power light and the cddrive light stay on.
I just cant figure this thing out.....

Reseat the CPU. Pull off the heatsink, and remove the CPU. Then, reinstall the CPU, and put some Arctic Silver on it, and reinstall the heatsink. Then try booting up. Also, check if there are any damaged components on the motherboard (bulged or leaking capacitors, damaged or disconnected parts or wires, etc.).
