Left Control and Fn key don't work

Any ideas why the left control and Function keys on an HP laptop don't work? We replaced the keyboard but have the same problem. Just wondered if there was some way to fix this with software or is this definitely a hardware problem? thanks.

I think it has someting to do with preinstalled utilities from HP. Have you removed anything like that, or checked HP's website about this problem?
