Because the BIOS supports an F11 function key to access Diagnostics at boot, it is looking for the now gone Diagnostic Partition for the drive.

If someone reformatted the disk without preserving the Diagnostic Partition, this is not an easy error to recover from. I would treat it as harmless and ignore it. It is truely harmless, just annoying at boot.

If you choose to re-establish the Diagnostic Partition I must warn you it is not an activity for less than the very skilled and the brave.

Instructions can be found in this discussion: http://hardware.mcse.ms/message161744.html

Any reasonably talented computer jockey can follow the instructions on page two of my link above to restore the partition. If you call Dell Tech Support, which is a valid option, they will want the machine as they believe it is not possible for a user to create a diagnostic partition. It is possible, but it is decidedly non-trivial to do so.
