error loading explorer.exe missing shlwapi.dll reinstall

I have a Dell Inspiron 5000 When i e
went to start it up I got this error message "error loading explorer.exe Reinstall windows. also A required dll shlwapi.dll was not found. First I don't have my windows 98 disk with I have a startup disk, I went to command prompt and file manager to get these files and it wouldn't let me open "can't open file.theres not enough memory free up memory and try again. I'm not to good with dos cuz i keep getting bad command or file wrong paramators etc. Can anyone tell me how to fix this mess. Thank you in advance.

Download this: http://www.dll-files.com/dllindex/dl....shtml?shlwapi , put it in system32.

Can you give me your system specs, most importantly the amount of ram you have.
