Computer Busy Light Gets Stuck Blinking.

I'm working on a computer, I inserted a Floppy disk to Nuke the hardrive. After it was done, I restarted the computer, it wont turn off, so I unplugged from the cord. After I plugged back the busy light keeps blinking and also the cd drive lights keep blinking but the computer is not on. What can I do?

It does not have a reset button. The machine is a T2882 from Emachines 2.80ghz 80gb and 256mb. Unless I don't see the reset button.
