How to format HDD?

Hi TSF,
it's a noob question I know, but I really don't know how to do it. I have just 1 HDD (WD 60 GB), I'm running XP Home. I want to format my HDD, divide it to 2 or 3 parts and make a brand-new install of XP Home again. I have a genuine XP Home CD. I know that XP comes with built-in partition and format utility on the cd. But I can't find it. Where is it? Is It a part of the instalation process?
Please write how should I do it step by step!

One thing I would recommend highly is if you create partitions consider the following:
60GB total=
C: 5GB for OS ONLY!
D: 35GB for PROGRAMS ONLY!
E: 20GB for back up and storage
This should keep things nice and clean for a long time to come
