new hard drive questions

Hi, Just got my maxtor 300gb external hdd up and running and had a couple of questions i hoped could be answered.

1. I formatted the drive to make it ready to use and the memory has gone down to 279gb straight after the format. why is there 21gb space been occupied when the drive is formatted?? is this normal for a formatted hdd??

2. Is possible to back up my laptops hdd, (capacity 40gb), to the external one, and also be able to return my laptop to the backuped state should it mess up completly??

i dont remember the percentage exactly, but it is normal that you lost 21gb,
i belive it advertises a gb as 1000kb, but its actually 1024kb or something similar.

for backing up, there are some programs that do that, the maxtor one touch drives should come with something like that, but im not sure exactly.

windows does have a drive backup program within it. it should be next to defrag in hard drive properties.
