XP wants to scan for bad sectors everytime I boot up.

Everytime I boot up a customers PC the blue screen in XP comes up wanting to scan the HDD for bad sectors. Does this mean the HDD is stuffed? I ran Seagate diagnostic tools over the HDD but it didn't find any problems.

if the hdd has bad sectors, then it time to backup the data because the hdd is close to failing.
