How can l format my hard disk so my mac and pc have full read/write access to it?

Which system will the disk be in? If you have it in a clone machine (PC) and are running windows then it's a simple as installing the proper protocols and making the drive a shared device with read/write settings enabled.

If it's in a Mac then I'm not quite sure how to do that as I've only had to place them on networks but not give them shared storage access.

its external, so is my best bet to format it in msdos/fat?

FAT32 should do the trick.
