Computer is Continually Locking up / Freezing

Hi I sure hope you can help me solve this problem.

I post here http://www.techsupportforum.com/micr...ing-sound.html but as of yet havent recived any assistance at all.
Maybe I posteded in the wrong section I dont know.

Problem:
Computer is randomly locking up and freezing, ctrl+alt+delt doesn't work. Forced to hit reset to restart.

When Dose it happen:
When switching web pages or new windows are loading / opening. All the time when trying to Play on line games such as Runes of magic or Guild Wars. Some times happens just as windows is starting and loading the desktop ie..not while in the internet or playing a game.

I dont know if its a hard ware issue or a windows issue.

What I have so far to eliminate the problem: ( with out any luck )
1. Updated Windows using windows update to include all patches and have service pack3
2. Updated-
Realtek HD audio drivers to-ver 5.686.0103.2008
Realtek 8111 LAN drivers to- ver 5.10.0.5605
ATI system Driver to- 8.51
4. Update Catalyst Control Center to--ver 9.10
5. Updated video card drivers to- Ver 8.661.0.0 date:23.09.2009
6. Completely reformatted hard drive and the did all of the above again.
7. Updated the Realtek audio drivers R2.23
8. Tryed running with only 1 memory stick useing bit 1 at a time
9. Under clocked my graphics card useing the Cat center
10. Update ( Flashed) my BIOs
11. Ran memory test with Mem86+ and with windiag--both had no errors but where only able to complete 1 pass thru befor locking up.
12. I have tryed to run diagnostic test useing Everest but it locks up as soon as it gets 3-7 min into the test.

I have been trying to work this out for 2 weeks now, with any luck.

lift the ram voltage to 1.65v

I took it up 1.65 then 1.7 it didnt make it thru a mem86+ test with out locking up.

Instead I took it down abit and when with 1.066--8-8-8-20--ran mem86+ all night no errors.

I was kinda afraid to take it up any more even tho the memory says right on it 9-9-9-24 @ 1.5v but would never make it thru a complete mem86+ test.

Check the BIOS for voltages and temperatures and report them back here. Don't use an aftermarket program, but only the bios when you report them.

I didnt find any where in the BIOs for memory temps, but I did get the rest.
these are after it had been runnig awhile.

CPU temp- 41c/104f
Sys temp- 48c/118f
Cpu fan speed- 3296

These are when it was stared and still cooll
CPUV Core-1.296v
CPU NB Core- 1.216v

FSB / DRAM RAtio- 1:2.66
Adjusted DRAM Freq MHz-1066
Mem Timeing-2T


Memory-Z ( is with in the BIOs, showed me this about the memory )
