WD Hard Drive LAg
I am running windows 7 on a WD wd36 via sata on a asus k8v se deluxe with 1.5 GB ram. since the beginning, even with xp, i noticed this lag in response time. for example, i would try to unzip or copy a file. there would be no reaction, no hard drive activity for 3-10 seconds, and then the hard drive would start runing. sometimes unzipping a 3 mb file would take 30 seconds. here are the HD tach results, do these look acceptable?

The lag you are describing sounds OS or app related, not HDD related. (As noted in your "3-10 seconds" delay)
Try a different tool maybe.
