New Hard Drive pxe-e61 error

Hello I have a toshiba satellite a45-s250 and recently the hard drive went out so today i bought a western digital 250gb EIDE hard drive for it. After installing it, I can't get it to boot from cd to install windows or anything. I keep getting the 'pxe-e61 media test failure check cable' error. I have changed to boot sequence and everything but I keep getting this error. Are there any ideas of whats wrong? Did i buy the wrong hard drive?

Sorry about double post but Also, I can only set the boot order to CD-ROM->lan->hdd->FDD or CD-ROM->LAN->FDD->HDD I can't get HDD to come after CD-ROM ex(CD-ROM->HDD->ect...)

Drives that show up in the 'DRIVES I/O' in bios are 'Built-in HDD = Primary IDE(1FOH/IRQ14)' and then 'CD-ROM = Secondary IDE(17OH/IRQ15)' so this means its detecting the new hard drive right?

Edit: Also, I made sure IDE Mode was set to "Enhance IDE"

Sounds like the same problem I have with my Acer ferrari and still trying to get it to work. Good luck and will keep an eye on your replies.
