Format/Partition Hard Drive

Hello Im new here and im building my computer for the first time and im having problems with Vista recognizing my Hard Drive.
Its a brand new Hard Drive
SEAGATE ST3500418AS

Running GIGABYTE GA-EP45-UD3R mother board
and im thinking that i have to partition of Format my Hard Drive for it to get recognized by vista.

Now i dont know how to do this since i can only access to my Bios which located my Hard Drive but Vista wont. (Cant Format from Vista Options as well)
Anyone know how i can access Dos so that i can try and format my harddrive from there?

Boot the PC from the Vista DVD. If you have attempted that, is the drive seen in the Bios?
