System hung in reboot cycle

Hitachi 40GB HD
My XP system suddenly started rebooting and never gets to the operating system. I moved the HD to a Win2000 system as a 2nd drive and got the same thing. Used a external power supply and IDE to USB cable and got the same results with another XP and Vista system. The drive fails to mount on my Linus system.
I would like to recover my files from the drive but its not worth sending the drive to a "recovery" firm.
Any idea how to get the drive so I can read the files?

Have you "lost" a hard drive, partition or files in your computer?

It's not free, but GetDataBack has worked well for data recovery. You can try with the free version then pay if it can recover the data
