I have a Toshiba laptop that fails to recharge. Toshiba has repaired it three times and now I need a new laptop. But I want my files from it. I read that I could use a USB to USB cable like the Meritline USB Direct Link Cable, but I won't have more than an hour of power left on my laptop. Is it possible to still transfer the files without power? These files are important and I need to get them. Please help!

Not without power, the hard drive requires power to spin up. get a USB cable adapter for the drive ( not an enclosure, the cables/external supply are available on ebay for less than $10.00 - and remove the disk from the laptop and connect with the cable to the new system you want to copy the files to.
