Delete a partition?

Both of my hard drive's crashed and it had me do a PC recovery i did so and now both my hard drives are now stuck at about 15% capacity because it wont let me access the old files, after doing a little reading ive learned this is a partition but how do you remove one so that i may have my full hard drive space back?

format the partition but make sure it's the right one
