Hard Drive seems to be irresponsive on booting!!!

when i did a diagnosis for my friend's pc (winxp pro, and bought from HP 4yrs ago),
i found that the hard drive was unable to boot itself up. For example, it is writable (when windows disk was copying install files) and accessible (when choosing which partition of the drive to continue installation) during installing windows, but after the initial installation (which is copying files onto the drive) was done and computer restarted, the hard drive was just unable to boot, or i should say to continue the second stage of the windows installation. I could detect it in bios, and able to access it in DOS, and under windows PE mode, i looked up the boot.ini file, it was very normal, nothing seemed wrong there. Both ntdetect.com and ntldr were there, but the hard drive just didn't seem to boot, you could even hear the drive gone silent when it became irresponsive upon boot loading.
what wrong is the hard drive?

Download and run the hard disk drive manufacturer's utility disk and test it against the hard drive.

Also - check the boot order in BIOS. Make sure the HDD is #2, after the CD/DVD drive.
