USB Problem in XP home version SP2

I recently had a usb game controller fail on me, and when it did all of my usb ports quit working.
an error message popped up that said that all the data in a peticular file was lost, I uninstalled the usb drivers and reinstalled them to no effect.

Any help would be greatly appreciated,

Welcome to TSF.

Run the System File Checker:

Click Start >> Run >> Type cmd, then click OK.

A command prompt window will open >> type sfc /scannow (note the space after sfc).
You may be asked to insert your XP disc.

Also - reinstall the chipset driver (should be on a CD you got with the computer).

I ran the System File Checker Utility and, well it effectively formatted my hard drive; there wasn't enough of the windows installation to even perform a repair install.
so i just deleted the existing partition and performed a clean installof windows reinstalled the chipset drivers an all; and i thought tha would solve my problem but is still persists. Ithink the usb ports are still good because when i connect my external HD to the ports it still powers on but for some reason is seems that the internal HD is not communicating with the usb ports. I had write caching enabeled on the drive when the controller had failed, do you think that may be the cause of all these problems?

No - I don't think that's the cause.
So - you want access to the data on your USB drive, or what?
Is it "visible" in Device manager and/or Disk management?

When i connect the external HD it just powers on and nothing else happens nothing shows up in device manager at all, and whenever i connect any other usb device the same thing happens. And when i have device manager scan for new hardware it does not find anthing.
The way i had everything setup it kind of crippled my computer when the usb ports failed, i also had a number of games installed on the external HD and all of my mp3's some of witch i can re-rip the cd's but most of them I had purchased off the internet in mp3 form, so i don't have any physical discs to rip again to listen to most of my music.
I am really quite stumped on how to address this problem.
Any help would be greatly appreciated

I'm not sure I grasp this.
Is it an external HDD being "difficult"?
If so - what happens when you connect the drive to your computer?
Any reaction from Windows?
Can you see the drive in Device manager and/or Disk managment?

Oh, no the external HDD is just fine I have connected it to my sisters PC with no problems at all; the sam with all of my other USb devices.
It's just that for some reason my usb ports arent functioning properly.
or ther is some kind of problem with the internal HDD communicating with the Usb ports.
Sorry I am on a computer in a Public library and i am out of time

Load a system restore point from before the problem started.
Also - look in Device manager - any yellow or red "marks"?

And, most important, scan your computer for malware.

Ive already done those things with no effect whatsoever
In regards to device manager, there is a yellow "!"
on "Serial" under the non plug and play drivers category when i click on the option to show hidden devices.

Not so sure your computer is malware-free.
Try Kaspersky's online scanner: http://www.kaspersky.com/virusscanner

Are there any USB entries in Device manager?

All the usb entries in device manager are present and they all say that the usb ports are functioning properly

I have the same problem no error reports or anything,
my keyboard and mouse just stoped working, then come to find out
it was my USB, none of them work, all USB1 and on XP home SP2,
they all check out as working in the device manager.

Device manager only knows there is communications with the driver - it does not check hardware. The OPs post sounds more like a hardware related issue. Do you have front USB ports also? Usually the front and back ports are on separate internal USB root hubs
