Problems with IDE hookup on optical drive

I am building a computer and have everthing hooked up properly and everything but the DVD-ROM drive works. I plugged in the power supply and the IDE cable and it didnt work. I tried another optical drive and it didnt work either. I then took out the IDE cable and left the power supply in and it turned on (it was the same result for both drives). But when i put the IDE cable back in, it cut the power. A friend said it my be an issue with the motherboard, but everthing else on the motherboard is working properly. It has nothing to do with the drive being set to master/slave and i tried another cable.

After researching the problem, i came to no conclusions as to what it could of been. WHen i went back to my computer, it wouldnt even turn on. I would press the power button and it would come on for a second then turn off. I checked the power supplies and everything and I couldnt find an answer to that problem either. Any help/advice would be wonderful. A link to a thread where this has already been discussed would also be very helpful.

If you have this on a ribbon cable alone, be sure the jumpers are set to master and you plug it in the end connector. If there are two things in the cable, one must have the jumpers set to master and one to slave with the master on the end of the ribbon cable.
