Hdd causes 100% cpu usage

Ok so i have a 40GB HDD with two partitions one of 5GB for windows and one of 35GB for stuff
I have a 20GB hdd witch i keep in a rack for easy movement
Got a new 160GB hdd ( details below )
- i formatted it and installed it - worked fine for about 2 weeks then suddenly every time i try to acess a file from it CPU usage goes to 100% and PC freezes
- i tested it with a file copy from the 40GB hdd to the 160gb hdd - max speed for copy was 2mb /sec and CPU was at 100% - no action could be done in the backgroud due to cpu high usage ... even opening up my computer took 1 min
- reinstalled windows
- the 160Gb hdd worked fine - could copy files at average speed of 35mb/sec
can watch movies in the backgroud wile hdd was working - even installed a couple of games ( stalker ) and played them from the 160gb hdd all worked fine
- until 3 hours ago - suddenly pc freezes mid game - i restart windows and try to copy a file to the 160gb hdd - again 2mb/sec speed and 100% cpu usage

Researched the problem on the net and i cant find any plausible solutions

and post your temps as your multitasking. Make sure your box/fans are clean.
what are your power supply specs?
When was the last time you reapplied artic 5?
instructions
Lastly list your infection protection, is norton installed?

And a 5 gig partition for windows is borderline, I know there are opinions of the nature that the seek performance is better with a small partition, but...
