Hard Drive Issue

I have an external hard drive that I'm trying to format but I keep getting a "cable read error:diagnostic sector error". I'm using the Western Digital Diagnostic tool as well. Any ideas?? The HD shows up in My Computer but cannot access it.

OS: win 7 32x 64x rtm


check the jumper settings on the drive a wd drive onit's own on the cable should have jumper removed
check the cable is seated
