HD Format Fails

One day a friends PC stopped running and started showing - "the section IDA_Create_User_Drive_ U does not contain a valid dialog template" Ran tests on drive and everything looked OK. Then I reformatted HD and installed OS and other programs from CD's that came with unit. Updated system and after 2hrs the same notice came up again. What does that notice mean?

My System

http://www.f-prot.com/products/home_use/dos/ unzip to a created folder, name the folder fprot, copy the folder to your C: drive, boot of a bootable floppy, switch prompts to c: type cd/fprot , this opens the program folder then type f-prot enter, the programs has options to set the scanning modes you want to set delete any infected file. the scan , if no problems post again.

Can not get PC to boot. Will not respond to last config, safe mode or command prompt after the initial screen. Are you thinking there is a virus on HD after I reformated unit? If so, I could always do a fdisk and try again.
What does "boot of a bootable floppy" mean?

I ran killdisk after a low format before I started the new install. What does "the section IDA_Create_User_Drive_ U mean?
