instaling sata drive

ok heres my problem i have 2 computers my old one i just swiched out the case now i get an error with windows hal.dll is missing which holds all my sata drive data i guess so i have the driver for the mobo on a floppy but i cant get microsoft cd to run it just skips over that and goes to the hal dll error i have all my boot things set to cdrom all three so yea....

i also have a back up program when i put in the cd it backs up but it cant see my sata drive but can see my ide drive

but my main question how do i get it to atleast run the mircrosoft cd

ok i tryed that but i cant even boot the mircrosoft cd it just says press butten to boot from cd i press enter does nothing just skips over it and goes straight too

Windows could not start because the following file is missing or corrupt:

Windows\System32\Hal.dll
