drivers disappear and reappear only after reboot

I have pci usb2 card with via6212L chipset, Intel d850mv MOBO, winxpsp1.
When I turn on my computer I get only usb 1.1 capability - the EHCI usb2.0 driver simply missing. After I reboot my computer the driver reappears and works fine. Meaning I have to power on twice before I get hi-speed USB, which is not healthy for the system. I have a similar problem with my scanner that connected to an older usb1.1 port. Every once in a while the scanner drivers disappear but after a reboot they reappear as if nothing happened. Recently I started to experience another problem - my comp shuts down suddenly and unexpectedly as if it is being unpluged and I can't turn it on afterwards. Only after I take the power cord out and put it in again the computer "agrees" to turn on. Any advice?
