My computer scrolls laggy

I have looked at other sites, then saw a fella on here post and give the guy great advice that worked. I want some help with mine. When on the internet, when i scroll down, it does a "wave" effect that inches it down in chunks and not smoothly like it should. I need help on how to do this.

check the refresh rate
reinstall mouse drivers
reinstall video drivers
in the device manager uninstall the card
reboot tapping f8 and choose vga mode
when windows finishes rebooting
disable a/virus
install your drivers
reboot the computer

Yes,
I agree with dai. It sounds like your Video driver needs to be installed. I had the same problem with my a nVidia 8500 GT (scrolling). I downloaded and installed the driver, problem solved.
What is your graphics card?
