Confused DirectX 9.0c Installation Problems...

Today I decided to clean my computer up since it had been awhile. I have a program that cleans up my drivers as well, which I will never use again to avoid the problem that I'm currently having. So after I finished cleaning I tried to play my Sims 2 game but it will not load because I need to reinstall my DirectX 9.0c driver to work. So I go to the microsoft web site (and a few others later on) to reinstall my driver. Everything downloads smoothly, but when it begins the installation process it ends abruptly claiming an internal system error occured and asks me to refer to DXError.log and DirectX.log in my windows folder. So I went to those folders and the error.log says:

DirectXUpdateInstallPlugIn() failed.

While the DirectX.log says:

12/11/07 21:32:56: dsetup32: Installation ended with value -9 = Internal or unsupported error

12/11/07 21:34:49: DXSetup: ~CDXWSetup()

...but I have know idea what any of this means. I've tried several times to install the program, but it wont work - also I've noticed that my computer will no longer stand by (only restart and shut down) it is blurred out so I can't click on it. Also, I've noticed that I'm getting a ton of pop up windows when I'm connected to the internet - which I didn't have before.

My computer is a Windows 2003 XP, Presario 2100 - I don't know where the model number is located. If you have any other questions please ask.

Go to your manufacturers website, and download and install ALL of your drivers. Then follow this:

It seems that your computer is outdated and needs to be updated post haste. Please go to Microsoft Update and choose Custom as your update option. Then install ALL of the updates listed and please reply back here in your next post if you have an issue. Check all of the boxes and go through all of the tabs, making sure all of the updates are checked. Then go back to Microsoft Update once again to get all of your updates and hotfixes, until there are none left to obtain.
