nonresponsiveness :)

Hi everyone!
So I recently reinstalled my Operating system, and some funky things are happinin, not sure what the culprit is yet, so I don't really know where to put this thread.

So my problem is affecting me on several levels. First, my problem:
It seems to me like my computer is lagging every 4 seconds or so. Its only apparent when I am doing something however, so I don't know if it is lagging when Idle or just when I actually want to do anything with it.

Not a huge deal, except that... well heres the symptoms:
-lags (takes a few seconds for the letters to show up) when I type, in any application.
-lags (video game character keeps moving in direction for few seconds after I stop pressing that direction, or change directions on keyboard) when I play video games every 5 or so seconds.

Heres what I've changed since last install when things were running fine:
-reapplied arctic silver to my CPU and Video card Processor (temps are running fine at about 50c on video card and 40c on cpu)
-had a problem with my mouse drivers (tried to update razor mouse drivers before uninstalling old drivers-caused conflicting driver issues for a little while till I messed around with it)

Thats about all I can think of that might be affecting my comp. Other than Keyboard drivers, I dont think its my keyboard. Because when I click on icons every 4th or 5th one it lags and takes a second to get highlighted.
Strange stuff for me and I'm getting annoyed lol. If anyone has any input or ideas besides reinstalling my OS again (just did it 4 days ago) I would be much appreciative!

Did you remember to put the chipset drivers in from the motherboard disk? Also, have you gone to the Device Manager to see if there are any indications of problems with the red or yellow marks?

I checked the Device manager and everything is A-OK, and yes I installed the mother board drivers when I reinstalled.
