ati catalyst 7.4 control centre, lcd screen (or maybe video card) problem

i downloaded the Catalyst Software Suite (version 7.4) from the ATI website and tried to install it after uninstall the previous version.
I got past the driver installation. and then when it tried to configure for the control centre, it just doesn't move. Further more i try to restart computer, it won't do so.

After a hard boot, i notice the resolution is better however i have a new problem. It's hard to explain but ill try my best. There is this 2.5-3.0 cm band of darker text straight down my monitor. no matter how i try to adjust the monitor's sharpness or fine or coarse adjustments, it still doesn't go away. it just shifts the band across the screen to a different location

EDIT: it doesn't show up on the screenshot image. now, what does that mean? (im guessing it's the monitor's problem)

I do not know if its a video card problem or a monitor driver's problem.
I'm using samsung syncmaster 701n and radeon x1300 video card.

any suggestions are greatly appreciated.

Hi, try rolling back the drivers to your previous set, or uninstalling the 7.4 and re-installing 7.3; you'll find out that way if it's hardware or driver problems.
