this maybe because the device cannot get enough power. usb 1.0 or 2.0? and is it through a hub?

make sure its a usb 2.0, all drivers are updated and try it on other computers. if it doesnt load on others, it could have a issue in it self. sorry, its really kind of hard to tell when you only get such a basic message with little options to fix it.

1.Click on Start
2. Right Click on My Computer, click on Properties
3.Click on the Hardware tab
4. Click the Device Manager button.
5. Expand Universal Serial Bus controllers section.
6. Right-click every device under the Universal Serial Bus controllers node, and then click Uninstall to remove them one at a time.
7. Restart the computer twice, and allow the computer to reinstall the USB controllers.
8. Plug in the removable USB storage device, and then test to see if
