DVD RW/CD RW Reading very slow

I recently purchased (from newegg) a Lite-ON DVD Combo Burner with Lite Scribe. For a few weeks it worked great, I burned backups, movies, music and a couple of Operating Systems. Recently though my Western Digital Raptor died and I was forced to reinstall Windows onto a new Hard drive. I'm running Windows XP Home Edition with SP2. Now that windows is installed, and everything is running fine I have a HUGE problem with my brand new Combo Drive. For some reason when ever I put a disk in and start running the installation (games, etc) it goes extremely slow and often bogs my computer down or shuts it off completely. I've switched the settings from PIO to DMA (and yes they stay in DMA) and the problem is not fixed. I've tried replacing all the cables, used a different power supply, and even switched out and used a DIFFERENT DVD drive and I still have the same problem.

My motherboard (a DFI Lanparty UT CFX3200-DR) is what I think to be the problem. I'm a pretty experienced tech and all, but I really need some help and a few opinions. If my motherboard is the problem, then I'm sore out of luck. (price, availability)

I apologize for the long post and I would like to thank anyone who helps out in advance.

you have installed all the chipset drivers? Updated OS and bios settings all correct?
