Re: static when building??
Don't do the build in high static areas. Use a non-conductive surface (Mobo box works well) for the on the bench test. When assembling in the case, touch a bare metal area of the case before installing each part. I have a rubber mat in my shop to stand on and I use a wooden table.
You can also use a anti-static strap.

Re: static when building??
Doing the work on a laminate floor is good. I mean touch the case with one hand before installing each piece in the case.

Re: static when building??
Nothing should be "turned on" until the build is done.
And, as done by all good builders, do a bench test prior to assembly in the case.

Re: static when building??
Don't turn the computer on until the build is completed (unless you're doing a bench test), and DON'T touch any of the computer's internal parts while it's on, unless you'd like to be electrocuted (perhaps fatally).
