need advice for everything i should buy

My brother said he going to get a computer, then i told him. The best way is to make your own. I was wondering if you guys would tell me the best parts for the best deals what sould i pick out. and about the computer case my computer has a cone over the proscessor and it seems to be very bad and over heating alot being the vent get dust caked in a week. so whats the best case to get.

whats better then a intel destop board essential series core 2 duo

is a quad core duo better then a dual core?

and should i have him use vista or xp. and with xp can you use 4 ghz of ram?

he said he would spend 1,000 dollars to make one.

so what parts would i need to make it run the best.
