Freezing New Build

New build, was having trouble with my GPU. We figured it was my Power Supply so I upgraded to 850 W Antec ps and rearranged my hardware to increase the air flowwithin the case and ever since my unit started to freeze mainly even before I log into my username.All of the hardware seems to be running fine, just totally unresponsive...keyboard, mouse....nothing. - even the simple push of the shutdown button both onboard and on th case 100% unresponsive, Unless I hold down for 10 pain filled secondsto turn the machine off.
I have been swapping out parts to find the evil piece that is keeping me from gaming, no luck so far.

This is what I originally built:
M3A79-T Deluxe MB

-9950 AMD Phendom x4 Black Edition PCU

CORSAIR XMS2x2 GB DDR2

-GeForce GTX 260 896MB GDDR3

APEVIA 750W QUARTZ POWER PS

-SONY DVD+R 20x DRU-V200S

AeroRacer Pro case

-Visa Prem. OS

This is what I swapped:
500 GB Seagate
Antec 850 W powersupply

This is my current build:
M3A79-T Deluxe MB

7750 AMD 2+

Power reading:
VC1: 1.44 V
VC2: 2.9
+3.3V: 3.26
+5V: 4.97
+12V: 10.24
-12V: 5.86
-5V: 1.99
+5V: 5.8
Vbat: 3.39

Old reading before 850 W Antec power supply
My ps has a lcd screed on the back with some reading:
+5v:4.91 +12v:11.8 +3.3v:3.2 o/p 170ish
-12v:12.5 +12v2:11.9 5vsb:5

I sure dont like the 10.24 reading on the 12 volt side. If that is with the
antec you were better off with the apevia. You need 26amps at least on
the 12volt rail/s in order to run a pci-e video card, the more the better.
When plugging in external power to the video card you also need to use
the pci-e cable, be it six pin or eight, you cant use any ole power cable.
It has to be pci-e, to give it the extra umphh it needs. Which ever psu
gave you the 10.24 reading on the 12 volt line, dont use at all. I would
suspect psu for now, and secondary ram.

If that is a Bios reading the 12v rail is way too low as Manic stated we have seen problems with high end cards at 11.7v and below the spec for the 12v rail is +- 5% so 11.4- 12.6 is the spec range but a quality supply will be 11.9-12.1v.
