Boot Problem please help

Hi,
I recently built a new system and am having a boot problem, but only when i am rebooting, to install a program, etc. The computer powers on, but there is no input to the monitor and it just shows a blank screen. If i turn off the computer, then turn it back on, it boots as normal. Any help would be appreciated.
I can post system specs if need be

I turned on Cool n Quiet feature in the bios and have had 2 successful reboots: when I applied the settings from BIOS, and when I installed 9.1 catalyst
