PSU/Watt related question

Hello, if a card (ATI Radeon x1950pro) has a manufacturer recommended PSU of 350, does it ALWAYS have to be over 350 watts, or equivilent? I am waiting on a PSU but it may be a few weeks. I have a 300 watt but don't know if it is overly dangerous or not to put the card in the PC like that.

I don't overclock anything.

Oh, just a few more things, I only have one HD in it, two 1 GB PC3200 ram sticks, P4 2.6GHz CPU, and a front panel USB 2.0 hub with 4 slots.

I am hoping to make this last for about 5 more months until I can dish out a full 1500 or so to make a new PC, and then give this one away (in still working order).

Keep in mind it is all stock, nothing overclocked.
