New System not posting[SOLVED]

Hi, I built a new system, and it isn't posting a BIOS. I'm not getting anything on the monitor (except for "no signal").

Here's the important info.

RAM

CPU

Motherboard

PSU

GPU


Ok, so, here's the deal. i've got this thing benched. I get a green light on the mboard. The Processor fan spins, the GPU fan spins, but I get no picture.

I took the heatsink back off of the processor and there's some grey stuff on the processor (please tell me that that's that thermal gunk, because I'm really hoping that it's not burns.

I've only got one RAM chip in, and I've switched it into both ports. I've also had both RAM chips in, and It is the correct type.

Here are my theories.

The PSU isn't cutting it - I had a DVD drive installed before the bench, and when I'd try to open it, it would open halfway very slowly.

The RAM isn't a supported brand - My Motherboard's manual has a Qualified Vendors list and my brand (Wintec) isn't listed.

So, do I need ram in the system to get a post screen? Do I need to have my GPU hooked up, or can I use the onboard GPU for testing?

PLEASE tell me that my CPU isn't fried.
