Dual switch power supply, drives didn't work at first time.

I brought my desktop computer from the U.S. (110V) to a region where 220V was a consumer power. I added a second IDE as a slave HD while reinstalled the computer. After the installation, I switched the power supply from 120V to 230V and turned the computer on, but nothing happened, a CPU fan didn’t run. I disconnected the slave, a DVD, and a CD-RW drive, respectively, only kept the master HD. This time, the computer ran as normal. Then, I reconnected the CD-RW, DVD, and the slave back one at time (if not, the computer won’t work again), finally I got all drives working. I still don’t understand why nothing worked at very first time after I reinstalled the machine? I appreciate who can tell me the reason.
