[SOLVED] Oblivion: Persistent loading screen in-game

I have a major bug in Oblivion which i can't find any solution on the net, when i try to load or start a new game the intro video or loading screen becomes transparent while i play. The screen also turns darker, which even lasts when i have exited Oblivion.

I have played oblivion for 3 years and have never seen this before I reinstalled my game last week.

Any reply would be appriciated.

System manufacturer: Asus
Motherboard: M2N-N
Memory: 3680MB RAM
Processor: AMD Athlon 64 Dual core Processor 6400+
Graphic Card: Ati Radeon 3870
DirectXVersion: DirectX 9.0c

OK I solved the problem, reinstalling my drivers didn't work, but it was fixed when i forced the game to use the same refresh rate as the desktop.
