Continous FPS every 10 seconds Problem.

I have...
ASUS M2N-MX SE-PLUS
AMD Athlon 64 X2 5000+ 2.61 Ghz
2 GB of RAM
ATI Radeon HD4650 1GB DDR2
( GPU CLOCK : 600 MHz , MEMORY CLOCK : 500 MHZ )
Default:
( GPU CLOCK : 600 MHz , MEMORY CLOCK : 500 MHZ )
500W Power Supply.
Direct X9.0c

- My Gfx is up to date.
- Updated everything


So just to start off i have few questions
- What is GPU Load on GPU-Z ?
- What is GPU Core and Memory Clock ?

I have these games installed

- War Rock
- Counter Strike : Source
- Team Fortress 2
- Left 4 Dead
- Call of Duty 4 : Modern Warfare


Once I'm in game.
it works fine for 30 seconds then my FPS goes down to 2 ~ 10, and stays it like that for 10 ~ 20 seconds or so.
So I checked my GPU-Z i had opend.
My Core Clock and Memory Clock went down.
Core Clock to 165.0 Mhz, Memory Clock to 249.8 Mhz
[ when i was lagging ]
I had nothing open except for the game and ventrilo.
and i look at the Task Manager
CPU Usage goes up on the programs im using.
ex) My warrock would be using 30 ~ 50 and it would go up to 70 when im lagging.

what kind of problem is this ?
how can i fix it ?

did you download the AMD Dual Core optimizer?

about your question:
GPU load is how much the GPU is working it's like the CPU has a 50% load or something

Core Clock: The actual speed at which the graphics processor on a video card operates and you know that it is measured in Mhz (eg 500 Mhz, 650 Mhz)

Memory Clock: is the Speed of the Memory in your Video Card (the memory the Video card RAM, like 256 mb, 512 mb, 1 gb) and of course DDR2 is better than DDR and DDR3 is better than DDR2, so you have a 500Mhz Memory clock and in DDR2 it's 1000 Mhz (x2)
it's like the speed of your RAM, like when you say 1 Gb RAM DDR2 667 Mhz (the 667 Mhz is the speed of the RAM)

check your GPU temp with GPUz also download SIW from my sig, under Hardware, choose sensors and check the CPU temps when the PC is under stress

My GPU Temp was at 63 when i exited my game because it was getting annoying.

well dude i think its a temps problem
that ur gpu slow it clocks down
use any app that u can keep it run and monitor the max temp while u in game after quiting the game
probably gpuz shows that to u

OK
open GPUz

choose "sensors" tab
on the bottom left there is "log to file" check it and select where you want to save the file and name it.
enter your game
play for about 20 mins then exit
attach the log file here

that is weird
the temps are good
download ATITOOL from my sig
open it and choose scan for artifacts
leave it for at least 30 mins and check if the tool can find any artifacts in your video card

did you get the AMD dual core optimizer from my post #2?

Download Rivatuner and follow these instruction to increase your fan speed to 60%
Rivatuner

I am currently doing this from memory as rivatuner isn't supported in Windows 7 yet.

-Under Driver settings in the main tab there will be a little button to far right of it.
-In the little mini window that pops out click system.
-go to the fan settings tab
-change the fan speed to manual at the top then change its speed to 60%
-save a profile and run at windows startup.

yeah i got the Dual Core Optimizer.

and i downloaded ATITool and it doesn't work
