Issues in-game and no game on.

Just to start off,

I have uninstalled my Windows XP Sp2 and reinstalled like 2 days ago

because of this problem and i'm still having it, I thought it was virus, but obviously not.

Problem: I've looked at my Windows Task Manager [ processes] to see what's causing this massive lag, it showed that the programs i use's CPU Usage isn't stable, i was playing Combat Arms, and my CPU was at 30 ~ 34 range when it was working smoothly but when it started to get laggy, the CPU rises up to 70 - ish, and other programs too, [ ventrilo ] it was 2 and up to 20. Causing Massive lag, it happens every 40 ~ 60 seconds. This happens without game open and with game open, in any game.

game lists : War Rock, Combat Arms, Team Fortress 2, Counter strike source.

I do not have any anti viruses.

and I have PSIV - 500 - 2 as my power supply

and werid thing i noticed is that my networking tab in my windows task manager showed that my Network Utilization always stayed at 0.01% and it worked perfectly fine. and now it goes up to 1 %, highest i've seen 2 %.

I think you PSU is not high quality to handle your PC
what is your Video Card temps?
download GPUz from my sig and open it
Choose Sensors Tab and check your Video Card temp
play a game for about 20 to 30 mins, minimize it (ALT + ESC) and recheck your temps again
post both of them here

I agree a 500W Generic brand for that PC is borderline. If the PSU is more than +2 years old it may have problems outputting 500W constantly.
You may need to be in the 600W range.

Even if it hasn't been long, a generic 500W PSU is not something you want to be running your PC on.

Did you try re-applying the thermal paste as suggested above?

Also, as RockmasteR said,

And chech your temperature when you first start up. Then play for 10 - 20 minutes and check it again.

Record both temperatures and post them here.

The temperatures you posted for your GPU are fine.
The 58C you noted above, is that the temperature of your CPU or GPU?
If that was the GPU, please download CoreTemp from my signature and report the idle and stress temperatures for your CPU.

I agree with what the other members here have posted though, a 500W PSU for that system is borderline and time will only make things worse.
