If your dad's laptop's CPU only gets to 30C my bet would be that the battery software is running the CPU at a limited rate. It might be running at around 50% the max capacity.

I believe you have a rouge service that is stopping and starting; and quite frankly using a lot of your system's resources. Sometimes these are legitimate services and sometimes they are viruses. Try following this guide and then let us know if you are still getting it.

If you suspect that it is a virus, try downloading and installing PrevX. This will do a free scan, but you have to pay for it to clean your system. However, it will tell you if there is something there, that shouldn't be.
