FEAR Slo-mo Issues

So I recently bought a new copy of FEAR when my computer died and I was using my roommates, and naturally when I got my computer back from the repair shop, I decided to install it on my computer.
The only issue is that when I play the game on my computer, the slo-mo function doesn't work the way it's supposed to.
The game runs fine, and the specs of our computers are similar, with mine being slightly newer than his.
When I hit the slo-mo button, the whole screen turns to this weird rainbow static, through which I can vaguely see the outlines of things, and which disappears when I take it out of slo-mo.
This is kind of annoying, and I can't find any similar problems anywhere on the internet.
I'm assuming that my issue is either my graphics card or the fact that I'm running Vista, although I have all of the most recent patches installed and up to date.
The really strange thing is that when I try reinstalling the patch, the game functions perfectly for about twenty minutes, which makes no sense whatsoever.
I have an ATI Mobility Radeon HD 2600 XT, with the 8.403.0.0 driver.
I have 3GB RAM, and my graphics card borrows from my system RAM, which could cause problems.
Anyone that can help, please do so, this is an ongoing problem, and I kinda want to finish this game.

is this a laptop?if it is you should think about buying a laptop cooler

lets see if your card is too hot run GPU-Z and post back the temps in the sensor tab
post temps while in FEAR and while your computer is idle

Thats normal for graphics cards to borrow from ram

up the graphics card fan speed to 60% or higher with rivatuner

post back if you're confused on how to up the fan speed

then use ATI tool to see if your card has any artifacts

This whole situation is really confusing.
I tried it again with GPU-Z running, and for some reason it worked fine, though there are now little black specks floating around the screen.
I was unsure as to how to get temperatures to show up on the GPU-Z setup, perhaps I could get a little walkthrough?
Also I can't get ATI Tool to work, mainly because the driver won't load, which I think I figured oout how to remedy, just haven't have the chance.

GPU-Z just shows info on your graphics card
I would run GPU-Z as the administrator by righ5t clicking on it
properties
compatibility
check run as administator

for GPU-Z I wouldn't mind both the tabs (Grphics card, Sensor) screenshots if you can

in vista theres a neat little screenshot tool called snipping tool
start menu
type "snipping" and it'll come up

for Rivia tuner do this
open it up
beside where it says forcware driver click at little triangle
click on system settings
go to the tab thats says FAN
change it to direct control
save it as a profile
apply at system startup
apply

for ATI Tool
bottom right hand corner there's button that says "SCAN FOR ARTIFACTS"
click it




you just copy whats on the screen with a cropping tool
