Need Help on running WoW with setup

Currently got a new Graphics Card, an XFX Geforce 9800 GTX+. I have a older computer, but not that old. A 'classic' Intel Motherboard with Pentium 4 HT 3.2 GHz (2 CPUS) with 4gigs of Ram ( only with 3.2 allowed ).

With WoW I have everything on medium settings ( with shaders as well ) But Only get fps around 19-40fps average ( during fights gets around 19fps ).
I had a New motherboard but had to return due to technical probelms so i had to resort back to my previous one. On the newer motherboad i had about 60fps average but always stayed at 75fps.

Mostly everyone have told me taht running with the card should supposedly get about 75fps+
Whihc was about right untill i had technical probelms.
But The question is, would a older motherboard effect fps or performance?

An older motherboard would affect performance due to couple things

The bandwidth for your 9800GTX+ is limited due to having only PCI-E 1.0 speeds compared to the faster the modern PCI-E 2.0 speeds

The CPU may be limited due to the FSB (front side bus) speeds

if you want to know why you can only see 3.2 gigs is that a 32 bit computer has hardware limitations meanwhile a 64 bit computer can theoretically see up to 128 gigs of ram.

The FPS might be limited to your internet bandwidth too. but anything over 30FPS is pleasing to the eye
