Sudden dramatic FPS drop and 4 second input Delay

Whenever i launch a computer game like DoW2 or TF2, I get only a few frames per second, and a 4 second delay of any of my keystrokes and mouse movements, making games unplayable. Before this has been happening, I would get about 40-50 FPS avg with high graphics settings for newer FPS games like CS:S and L4D. the day before these problems, I installed a leaked copy of Fallout 3 from a very trusted torrent tracker site. as soon as I started playing fallout 3, everything was greatly slowed down, with the input delay and dramatic FPS drop apparrent to me. So, i uninstalled Fallout 3, deleted all of its files, and ran spyware and antivirus software as a precaution.
I lost power that night with my PC on.
The next day I played TF2, another graphically demanding game, and everything was fine for 10 minutes. after 10 minutes, the framerate drop and input delay came back. 10 mintues later, it went away, only to come back shortly after. a few days after the sporadic nature of my problem, the Dramatic framerate loss and 4 second input delay became permanent as soon as the games engine would start, making my games virtually unplayable.
I scanned my RAM, ran through my active processes in the task manager systematically trying to fix my problem, scanned for spyware, checked for overheating/dust problems, Updated all my drivers, updates my OS, yet; no difference. there didnt seem to be anything abnormal about my CPU usage and page file usage when running a game.
I have a HP M9040n (media center PC)which i purchased last year, With 3070mb of ram, a Geforce 8400GS with 1518mb ram, and vista home premium. 17 inch widescreen LCD, 2 hard drives. i regularly defragment.
I'm pretty sure its hardware related, and i'm getting a new graphics card in the mail in a day or two. So, any ideas on whats causing this? thanks! :3c

i forgot to add that my proccesor is an intel core2 quad CPU Q6600 @2.4ghz.
I just installed speedfan, and it says most of my temps are hot.

This is while my CPU usage is at 5-10 %
I didnt see any dust near my CPU, and theres a fan built ontop of my processor. could this be the problem? if so, how can i fix it?

first off whats your PSU?

you're gonna need to upgrade and your 8400GS is lowest graphics card before it becomes integrated on the motherboard

if you spend around $200 you can have a decent gaming rig

you might also want to reapply some better thermal paste onto your CPU

ok so you'll probably want to get a new:

PSU (power supply unit)
graphics card (can't get new graphics card most likely if your PSU is giving insufficient wattage or current)
maybe new Heatsink (fan on top of CPU)
Thermal Grease (artic Silver 5)
