I'm fine with every 5 years upgrading OS or hardware, that's plenty of time to get some money together and it keeps things constantly moving forward.

If we were to stick with one OS for too long, yes, it would become much more refined, but it would also become stagnant. The only constant in life is change and the same should hold true for technology.

Microsoft should adopt Intels' way of planning, they use a 'Tick, Tock' system.
On a Tick year they refine the previous tech by shrinking the existing architecture, whereas on a Tock year, they release a new architecture.

Microsoft should do something like, on a Tick year, they release a major service pack to refine the previous OS, but a Tock year brings a new OS. Then spread that out to a 5 year cycle.
Tock - 2007 Vista release
Tick - 2009 Vista service pack
Tock - 2012 Next Windows
Tick - 2014 Next Windows Service pack
Tock - 2016 Next Windows

Actually, that seems like too long a time, they should make a new Windows every 3 - 4 years with a service pack in the middle.
